what do these little buttons do?
And what is the lever on the left side of the steering wheel?

The little buttons adjust the headlamp aim, to compensate for heavy loads.
When the headlamps are on dipped beam, the symbol that lights up should have a number next to it, normally 0. That means the headlamps are at normal (highest) setting.
When you load up the car, the rear sits lower, pointing the headlamps at the sky, or at least into oncoming drivers' eyes. Those buttons lower the headlamps, with three settings, to put them back into a normal position. The handbook will give examples of loads and settings, but this is best ignored, just look out, and bring them down to the normal place.
Adjustment only works when on dipped beam. Point it at a wall, or your garage door, if you have one, with headlamps on, prod the lower button, and watch the headlamp beam drop, as if by magic. Return to 0 when done.

The lever on the steering allows some up-down adjustment of the wheel. Sadly, not in-out, unless newer models have added this. When stationary, heave the lever down, and then you can move the wheel up and down to find the best position for you. Then, try to hold it still, while heaving the lever back up again. Make sure the lever is fully up before driving, otherwise steering becomes exciting.

Did the car come with a handbook? If not, they are available to download from Fiat's website. A struggle to find sometimes, and I think you need your VIN.
