Technical engine revs up and down when car is idling

Good day all

i need help, i have a fiat palio 1.2 2002 model, the issue i'm having is that ever since my car came back from the mechanic, my car would constantly be reeving up and down on idle. it never use to do this at all even before going to the mechanic, he said that he changed the throttle body sensor, and the idle sensor but it still doing the same. i've been researching and thought it might be the map senor but its not and when you remove the pipe from map senor the constant reeving up and down stops but power is lost more petrol is consumed.

we even checked that, and there is no hissing noises or sounds

Have you tried cleaning the throttle body mine was doing the same and stopped for a month after cleaning but it's back again. My mechanic advised taking the throttle body off and cleaning it and making sure the surface is tight so no air leaks
