Technical Drove through a pot-hole that turned out to be rather deep, and found a cable snapped

I was driving through my hometown on Saturday and drove through a pothole that was deeper than it looked. After driving through the pothole I assumed I'd picked up a stone as I could hear the class ticking noise from a wheel. (That noise that sounds really bad until you convince yourself it's not.)

I pulled over the car to find this cable sticking through the spokes on the offside front wheel:

Does anyone have any clue as to what this cable is? There isn't one on the other side of the vehicle, and there isn't anywhere to connect it to either. I don't know anyone else that owns a Punto Grande so I can't compare either. There is no mechanical problems with the vehicle, and I have no warning lights on my dashboard. The car brakes okay and the pothole hasn't taken my tracking out (as I've tested it on a straight road).

Britain's roads are getting worse.

Also, would you recommend I write to the council?

Its your brake pad sensor mate mines the same they are pointless really as there is only one on the full car. I would write to the council my friend got a fullvnew wheel from them ( new fiesta ) because hes was buckled

Thank you very much! Would you recommend getting them replaced? I'd imagine I'd know when my brake pads need replacing as I'll hear scraping when braking.
