The amount of work required will depend how bad the rust is ie. how deep it has gone. If it's not long started then it will be easy enough for a repair shop to rub it all away and respray it all. If it's too far gone you may need to replace the doors. If you do need new doors, Ebay and Scrapyards are good options but since you are buying second hand, check them over well for any signs of rust or damage.
 
FIAT can provide doors, but the cost of a pair painted and fitted is likely to cost more than your Panda did.

Repairs are either a bodge which will bubble through again quite quickly, or a lot of work cutting out rusty metal - and even then it may bubble through further along the door bottom (ask PandamanPaul about that).

There are some doors about off scrapped ones which haven't rusted through yet, but you have to be in the right place at the right time to find them, and even luckier to get them in the correct colour.
 
You'll always have trouble with the doors I'm afraid.
The Panda was shown a tank of galvanic solution for a few seconds to rot proof it. Unfortunately this was always before the doors were fitted :mad:

Seat Marbella doors are usually well rot-proofed, but you will have to strip out the windows and winding gears and replace them with your Panda ones. This is time consuming and not all that easy, but works really well.

'Proper' Fiat doors are difficult to find. If you do find any, fill them with Waxoyl !!!!!!!!! :rolleyes:
