Technical Coolant breather pipe (or not!)

Hi, my 2015 Panda 1.1 loses coolant down to about half way down the expansion tank (about 100mm below the minimum level marker). On the back of the tank is a pipe connection, with no pipe on it, and that’s the level the coolant drops to. Am I missing a hose, and if so, where should the other end connect to?

I seem to recall older posts along these lines - there’s not a missing pipe (the system is pressurised so doesn’t have an open vent) and the protruding tube is sealed. But this, or somewhere near it cracks leading to leaks. I’ll see if I can find those older posts…
