WINDOWS+X=ERROR MESSAGE where X is any software/hardware configuration.

basiclly its telling you that your network card cant handle the amount of requests anymore... could be caused by a number of things... the fixs are so easy tho... are you directly connected to the internet or do you have a router before it??

I may be wrong, but I suspect that that is a software problem for the following reasons:

If the buffer of your network card gets full, any new packets recieved are lost.

Windows has no awarenes of the network card buffer

Windows Sockets are software based

and finally

There is an API call (Application programmer interface)

Which leads me to suggest you uninstalled/installed some software that has installed an old DLL that doesn't have the correct routines in, or doesn't work the same way as the program expects... do you know what you installed? did you even install anything? What causes this error message? Have you disabled any windows services that this program relies upon?
