i bought a 1996 cinq last week. it takes me just from the college about 2km away up a little hill. it's cold here in winter, about -10 degrees celcius. every time i drive, i give it about 2 minutes for preheating.and it just reach 60 degrees when i arrive...

in this way, i can make it only 20mpg-25mpg...
it seems nothing wrong with the engine. waste gas smells good.and what's the problem...
this fuel consumption can almost kill me!!! it's 1.24euro a liter here in france!!!

That doesn't seem extraordinary for very short runs. You might try (not necessarily in this order!):

walking (short trips are extremely bad for internal combustion engines)
partially blanking off the radiator
thinner oil for the winter only -- 5-30 should be OK
an aftermarket device to pre-warm the engine oil

Worthwhile checking that the thermostat isn't missing (frequent bodge to mask overheating) or jammed open.
