You have to take off part of the subfram which is connected to the bumper assembly.
Which as 4 pins you need to get to.

Not sure why your removing the bumper to change the suspension arms?
Because you need to remove the front 'leg' of the subframe to access the front part of the lower arm, which is accessed after removing the bumper... as described in this previous post: https://www.fiatforum.com/threads/panda-cross-suspension-arm-front-bolt.487717/post-4599554 and those that follow

Note: the link there might help with bumper removal too. Although it shows a 500, the process is nearly identical

The big pop rivets hold a plastic part on the bumper that clips into a similar part on the body work: they should pull apart - but need a good strong pull. There are several screws and also at least one (maybe two) plastic two-part rivets that need to come out as well.

Also mine as pop rivets looks like 4 0n each side which are going to be a pain to drill out

Apparently there is one screw to take out each side then pull bumper outwards and it unclips. The rivets hold the plastic clip components in place.
