Looks like a hot air feed to the airbox. Just assists a little with economy when the engine is cold. Replace it when you get a chance: not urgent at all.
Most people don't bother, but a little tlc never hurts!
i binned mine..... Don't think is really needed ...

Hmm ..is there for a reason ..... If you take that approach, then no one would modify their cars. then u would be saying
Don't lower your car, is that height for a reason.
Don't paint your car a different colour, is that colour for a reason
Don't put an induction kit on, it have a airbox for a reason ...

its there for a reason
It wont suck any dirt in per say it sits over the manifold and runs into the Air box at the dirty side of the filter there is a small flap valve with a bit of Bi-metal on the air intake when its cold the valve closes/ reduces the amount of cold air drawn in from the air intake and allows it suck air in from the metal pipe, this air is sat around the manifold so is warm As fingers says it improves running and economy in the cold....
hope that helps
could always wrap a bit of duct tape over the split as a temporary fix

Poo - just realised I'm sounding a little grumpy. Have just spent the past 12 hours dealing with Lemmings who want to barge past me into a bomb-disposal exclusion zone 'cos they left their lunch in their *EVACUATED* office. It is also scary how many people would willingly risk their life just to avoid a few minutes extra walking!!!
