Whether a port on the IAC valve, when valve is disconnected or dismantled, completely closed or not?

Its closed during idle and deceleration.

Does closed means no air passing at all?
When dismantled, as shown in the picture, IAC valve is not fully closed. Air passing when I blow in the direction of the arrow.
Is that correct?

As I know it should be fully closed.
