Technical Airbag light on

Hi everyone,
Daughters airbag light came on. 2004 1.2 8v punto
Airbag system appears to be a TRW 97
I've read the code using multi ECU scan
8 drivers squib circuit 249
It says open circuit yet further down in the description it says it's a short circuit. Which one is it??
what is the squib circuit?
does anyone know what the 249 means.
help please as it won't let me turn the light off due to the fault being still present.......

Found out the horn doesn't work so my money is on the clock spring........

A tech installed a hitch on a 2002 Punto and messed around with the electrical wiring harness on the install.
Deactivated the air bag in the process. Played aloof that he was the cause.
