General Aerial lead

While fitting my latest car radio I plugged in the aerial lead. My question is what is the lead that is attached to it for?

You can see it here in this pic. It concerns me because it has a red sleeve and it was floating about when the previous radio was installed.

The aerial is fitted at the rear of the roof: it is a two-function aerial with two leads: one is the radio aerial, one is the lead for the telephone with a dual reception band (GSM-ETACS at 900 Hz and D.C.S. at 1800 Hz).
