Technical 500C pop Tranny cable adjust

I installed a new clutch in a 2013 500pop c and we have been having issues getting the vehicle to drive properly. It shifts no problem with the engine off but when we start it, it seems to fight us, shift difficultly, unless the rpm are at a higher level...

Any advice of how to fix this issues would be appreciated.
