I would like to know what the pro's and con's are on increasing the HP.Also I am looking for a roll bar can anyone help?

Pro's are that it's relatively easy to do. You have an engine created by a guy who designed Ferrari engines. It is tough and very capable. For decades it was the finest 4 cylinder engine in the world. It has won 10 world rally championships and the world sportscar championship. The Cosworth DFV is probably the only engine that has won more motorsport accolades.

The Spider is a great chassis to start from. 5 linked axle and double wishbone front suspension makes it very tuneable.

The con's are that you'll need to improve the braking and ensure that your front crossmember is sound .
Parts are getting harder to find.

US spec cars were seriously castrated by the emissions crap that was fitted to meet legislation. European spec cars were much better, starting at around 100bhp from 1600's up to around 120bhp from 2 litres. So depending where you're starting from realistic gains for road use could range from 20-40%.

How difficult is it to remove the emissions components from a 1979 spider and what, if any, adverse effects could be expected?
Not breaking the law, it's just that there are no emissions standards where I live.
