I've not a fiat but a lancia ypsilon 2012 that share the same motor as many fiat.

My problem occurs when the car is cold and only in this case the morning for example

The car start but I lake power the speed can't exceed 20-30 Km/h and you feel something wrong.
The start/stop light is lighting and I read on the dashboard that start/stop system is disconnected.
The motor problem light is on not blinking just on.

If not switched off the car stay in this situation nothing help.

If switched off and on after 4-5 minutes all the problems gone no more light the car work as expected.

I've bring the car to 2 garages the official importer too. They said they can't find any problem because there is no log at all in the ECU. I've also check the ECU logs by myself nothing logged here.

After 1 week at the garage they give up telling me that it'll cost a lot to investigate all the possible cause of the problem.

I can say for sure it's related to temperature. because when the weather is hot there is no problem.

Is there someone that can help me or have been confronted to same issue

I'd suggest you re-post this thread in the 500 section, not many people venture into this part of the forum and the 500 is by far the most common FIAT application of the TwinAir engine.
