I recently changed my right-rear taillight on my 95 grand prix, and ever since then my right turn signal doesnt blink. it turns on, but stays solid. i've been moving the lever up and down, but thats a real pain to do. does a turn signal legally have to blink or is it okay that it just stays on?

Yes it does and at a certain minimum - maximum rate to be legal too I think.

Unless your car dates prior 1954 it need indicators :D If it doesn't "blink" you won't get an MOT and risk getting pulled by the fuzz. Sounds like you put the wrong bulb in.
 
Unless the car was made before 1st Sept 1965, to pass the MOT it must blink between 60 and 120 times per minute.
 
Put the properly rated wattage bulb in and it should blink.... if not check there is no rust or crap in the bulb socket and make sure all the wires are connected firmly. its probably a bad earth connection, thats all.
