Ahhh i have that in the boot of my car! lol pulled it off to get to the brake pedal switch 
Its just a cover to go over the top of the pedal mounts, god knows what its called...

Its an under dashboard soundproofer (according to ePER!).
The clips for these are hard to find as they are not listed on ePER with the part; what I know do keep them up is 14591887, same clip used to keep the centre console side panels on (jees, I remembered that part number off the top of my head, someone get me to a mental hospital!).
They are about 25p each too!

Mines been off ever since my heater motor packed in, Now i have had a new one put on today so looking to get this part back on
You'll be fine with 2x14591887, if not, I did use some clips available from halfords; they have a plastic crosshead screw that goes up the middle and causes the clip to open, these are as near to the originals as you can get really. I'll keep searching ePER though but the halfords pack should be in stock and they are about £1.50!
