I need help with a picture.
My father and I always wondered what the hell this is.
In the pic is a connector thats laying around connected to nothing and no place for it to plug into.

I would like to know what the hell this connector is for. ?

It looks like the D97 connector used for options such as electric sun roof, electric steering lock, passive entry system (Easy Go), alarm system, Connect Nav+ navigation system etc. If the car doesn't have any of those, there won't be a corresponding connector to plug into it. It's supposed to be clipped next to a similar looking, but black connector (D4), on a metal bracket under the engine compartment fuse box.

My buttons on the key does not work. I unlock with key. That won't have anything to do with that in any way?
I'm getting a U1600 code

Oh the car is starting fine. Just doesn't lock with the fob buttons
 
I think it is a connector for cruise control from ECU. There should be counterpiece, that goes into cabin, but not every Stilo has it. You can wire it yourself, there is a guide on the site.
It should be placed under fuse holder in battery box.

If you want to pair your remote control, you have to use daig tool - Multiecuscan is one of them. You need an ELM327 cable (not chinese one for $2, but something better).

I only have elm 327 bluetooth ecu scan with torque app.
I don't have my key card. Bought the car without one and the fiat stealer is going to charge me for it
 
Try and ask dealer if they can print that code on piece of paper for you. They charge for a new card, but paper with code is free here.

You can try download MES and connect with your BT tool.
Or ask local locksmith if they can pair it for you.
