I dunno. Those with extremely low emissions. I enquired via email to the DVLA about it a couple of years ago when I started seeing X, T and U plates on the roads and that's what they said it was. XD

Why not just use other letters in the "S" range? It's not like Scotland relied solely on "SN" plates.
