Irish motor tax rate

I have just gotten my motor tax renewal form. They are looking for 514 for 12 months. They are basing this on the 1.6 engine. Does anybody know why they are not using the emissions based rating which would only cost 280.
I can change it to commercial tax but I will have to get the van weighed.
I plan to call the motor tax office tomorrow to ask about it but thought I would check here first.

So because it is a van unless you declare that it will only be used for work purposes you must pay road tax based on engine size.
For the 1.6 engine that would be 520 for the year. I am going with the commercial option for 333.
