Assume you're refering to Stilo Connect Nav+ firmware update?
If so, I've never heard of 11.3. Latest official version is 11.0 I believe. I've used various versions of 7, 8, and 9 (currently 9.8) and have never noticed any difference between them.
There was reference to a version 15 on one of the Dutch sites a while ago but I've never seen it available anywhere.
