I'd be grateful for anyone to point me in the right direction with this problem:

I have a 1995 Fiat Punto 55s. The problem is with the window wipers - they work when the lever is in the bottom position (fast) or in the top position (once only). However, nothing happens when its in the position corresponding to intermittent and slow wiping....

Do any of you know whether this is likely to be a fuse, a relay or the lever itself?

Almost certainly the lever. Not a hard job to change with a Haynes manual and loads down the local scrap dealer for about £5.
 
might just be corroded connections on the motor; try disconnecting it and cleaning the contacts although I think it is most likely to be the motor itself; the various joints on the linkages can get badly worn so if you need a new motor replace the linkages as well......
 
Test for a feed first at the motor there should be 2 or 3 depending on the number of speeds, its normally the motor or bad contacts on the rotation switch
