General New ticking noise - timing belt issue?

Hi,
I've just been to get some petrol in my 2004 MK2 and noticed a light ticking noise. I've opened up the bonnet and it seems to be coming from a belt on the drivers side (typical as I'm driving 200 miles tonight!) is this the timing belt? I've attached a video - is the car safe to drive + can I maniacally replace or will it need to go to a garage?

Normally the belt you can see is for driving the electricity generator and air conditioning if you have it. The timing belt should be under a plastic cover and isnormally very difficult to see.

Light ticking sounds can be hard to locate unless you use a long bladed screwdriver positioned here and there to locate the sound.

Not sounding like a timing belt problem to me.

Light Ticking noise is more likely to be Tappets being noisy
