Technical Ignition key problem and starting Preg Punto 60

First problem,

Is i can turn the ignition without the key,
inserting the key, it only goes half way, with some force i can get it, to go in fully

Secondly , engine is not turning over , the speedometer dial goes round and the mileage counter increases
