Ok people, daughters car passed MOT but God knows how as only near side handbrake worked. Garage said it was too expensive to repair due to age of car. Don't want to spend unnecessary money on it. I've tried all of the above, been at it hours now. Cables aren't seized, polished drums out, taken face off shoes with emery, checked everything is free and set it all up as advised (both sides). Got offside working but now nearside is ineffectual, reset again then opposite, nearside ok but offside not working again. I can get one or the other to work but not both. What is going on?
Advice please, I'm pulling my hair out.

So both sides work
But not together

Means something ur doing possibly is the issue
Possibly a missed sticking friction spot

Take the ash tray out from behind the hand brake their is an adjuster for the cables, if this adjuster is loose then it will pull on one cable but not the other could be the cause of your problem

Got both sides working now, but they are really poor. I can still turn the wheels by hand. I've checked all possible options, I've removed the cowling over the adjuster inside the car, that's fine no problem at that end either. Adjusted both sides up by hand using screwdriver to click the ratchet on a couple of extra teeth to a point where the shoes are binding slightly yet still the handbrake is poor (albeit slightly better than it was). Teeth on ratchet look ok, maybe the drums are getting to the max. diameter?

Nah got the whole cover off, nothing wrong at that end. banging head against wall at moment.

I have just noticed that the cable lever inside the drum is coming up to the wheelbearing hub, so it cant travel any further. Does this mean new drums and shoes? I think this would mean the lever would sit further away from the hub thus enabling it to travel further and put more load on the handbrake??

not necessarily, could be badly adjusted shoes, try this first
you need to almost fully slacken handbrake cables inside the car, then press foot brake, you should hear shoe mechanism clicking and pushing shoes more apart, then tighten handbrake cable inside, if this wont work you need to remove drum and check shoes

Is the shoes sat under the bottom anchor point?
I made that mistakr which causes the handbrake adjuster to rub on the hub
