2002 punto 1.2 8v
my alternator has seized and belt is off at the moment.
electric power steering is not working, does the steering system need a certain amount of volts to operate?
would the reduced voltage cause it to not work?

Quite possibly. They've very voltage sensitive systems.

Yes even with a slight drop in voltage and the electric steering on these has a habit of possibly droping out, however once you have the full voltage back you may find that your power steering will come back.
