My passenger side wiper arm varies in its "off" position.
Sometimes, in normal operation, it strikes the scuttle. Then something changes, and it runs normally for a while, then it goes back to striking the scuttle.

The arm is not slipping on the splined stud, although the arm splines are a bit tired. It looks like the stud has overly much movement in its housing.

Is there any way to fix this, or is a new linkage assembly required?

mine does this too - except both do this

When its raining hard - watch where the wiper ends or get a friend to note its positions
if its varying on its wipe, chances are it worn bushing - which means its only a matter of time before it'll just - Drop off.... Not very good since its well... winter....

Ebay do clips that prevent it falling off - but dont stop the varied wipe....

Only a linkage or Wiper setup is required.... im on my 3rd set and i can see the signs already

I'll check, but I don't think it is the pivot.
If you grab the wiper arm, and move the pivot point, you can see the whole arm/bolt move together within its housing.
Difficult to explain, I'll try and get some pics.
 
OK, sounds like a worn bushing. I've never looked at the position at the top of the wipe, but it's obvious on the down stroke, as it batters into the scuttle.
Not good for the rubber on the blade....
 
It could also be the park position connections in the gearbox part of the wiper motor, had the similar problem on my mates Astra
