Punto MkII 51reg 8v.

When stationary the revs sometimes jump up to 2000 and hold, sometimes they bounce between 1000 and 2000, and sometimes its fine. It happens when in neutral or with the clutch engaged.

Any ideas?

its probably a sticking idle air control valve
theres probably a sticky on this site for it
or do a googly

the high RPM
COULD be when its cold and on its first start of the day, helping recharge the battery and warm the engine up

But if it does this when warm
I'd be looking for an air leak propbably

i had same issues i checked for air leaks couldnt find 1 so then one day it was reving up so i opened bonnet and pushed on the wire connecter going into the idle control valve it went back to normal its done it once in last 6months
