Hi, charge battery,take it for a good run if its been standing or replace if its old, electrically operated power steering so draws a fair amount of current,power steering light will come on because it senses a drop in power & when temperatures outside drop more demands are put on the battery which needs to be in top condition. (y)
 
Battery is only needed when the engine is ticking over - at low revs the generator wont be making enough power to drive everything.

In cold weather just after starting the engine perhaps with heated window and light etc, a weak battery can struggle enough to affect the power steering.

Get it tested with a proper battery stress tester. Replace if its weak and get the best spec you can. The extra few £s are good insurance.

If the power steering is failing a reconditioned exchange power steering column is about £180 plug and play with 2 years warranty.
 
Make Sure that your battery is giving enough juice
Cold Morning kill Car batteries - and if the Voltage/Amps aren't enough the PowerSteering wont startup when the car starts up

Also check all the wires going into the ECU Give them a little clean and hopefully it should behave

I found also Moisture Makes the whole ECU/Motor System display faults

I'd definatly Try heating the ecu and Motor up carefully with a hairdrier on, i left some silica packets around that area too - be surprised how the cold air from outside gets down there.....

My car is parked outside but no damp inside. Check there are no rust holes in the floor and the poly films behind both door cards are unbroken.
 
Mine did exactly the same but i found that after taking my car for a couple of long runs the light stopped coming on and is now working fine again.

This is quite a common problem with Puntos of this age and i woudnt wory unless you start lossing you power stearing while driving.
