I know the Grande can have the lights changed anyone know if it's possible on the evo and if any place can actually do this sort of thing

You have to search an electronician, not a garage, to do this.

Dashboards use LEDs. Changing them require soldering, knowledge and habit it's small and difficult to change.
Electric problems can also be there, vF (voltage forward) is very different forum red/orange/green to blue/white.
Perhaps "mechanical issues" can be there too: if a color plastic is used inside to conduce light, you can't change this.

Many of changes are not well made, luminosity is not homogeneous or is too high, bad quality job can ruin you components.
But it's ok for an electronicien with a steady hand
