[OT] What's up with that "reg" and "plate" stuff?

Would one of the Britons care to enlighten the folks from the ol' continent as to what "D Reg" and "54 plate" mean? I see these "something reg" and "something plate" things all the time, but I have no idea what's meant by them. Obviously it has something to do with the date of the car.. Year & season?
