General Rubber Seal

At the top of the engine bay there is a rubber seal. It is along the bottom of the black plastic that the wind screen wipers are attached to. Can anyone tell me if it is meant to only go half way across.
 
Thanks Oscar have had the car since January and only just noticed (That tells you how often I've had the bonnet up)
 
Sorry for digging up an old thread but does anyone know the reason why this seal only goes halfway? picket my Multijet up 2 days ago and noticed half the seal appeared to be missing, contacted Pewsham Fiat who were great, they checked several Pandas in stock and they are all sans seal!
 
Same with my 100HP. I had to have the windscreen replaced and I only noticed the "missing" seal when it came back and I thought they'd left it off, so I went to the garage and checked a couple there including a showroom Panda and its the same.
 
Just dug up this old thread as I was about to post the same question.
After hosing the car down this morn I noticed water under the bonnet. Was going to ask if there should be a seal across the scuttle board but it looks like there shouldn't. Rather odd.

Seems this was discontinued early in the model life. The lip that the rubber seal fits onto only goes halfway across, and that is still there on later models.
No harm in fitting it aftermarket if desired, but a bit pointless.

More important is to check carefully where the water under the bonnet after a hosepipe session ends up!
