IIRC there has been an EU-wide ban on the sale and fitting of non type approved bullbars to vehicles used on public roads since at least 2007. Getting type approval would be so cumbersome that the realistic chances of any manufacturer doing so would be miniscule. Read this for more information.
In any case, a moment's consideration of the implications on pedestrian safety of fitting such devices would have any right-thinking person abandon any thought of such an idea at the first opportunity.
In the UK, I'd be surprised if anyone would be prepared to insure such a modification, at any price.
