I want to tint the back windows of my Fiat Panda BUT i cant get the door cards off i cant get the thing that winds the window down off?!? does ne one no how????

They're usually attached with a clip - push the door card back a little with finger pressure and have a look. Sometimes you can get it easily with a screwdriver, but watch the card as you don't want to mark it. A cloth pulled in behind the winder can work, too.
