You haven't much choice for RHD cars, if you can't find one on Malta, it's either UK, Ireland, Japan or Cyprus and import it.

Both Ireland, Japan and Cyprus cars should be RHD with Kph speedo's (unless imported from the UK)
UK cars will all be RHD with MPH speedo's, though they are marked with Kph in smaller markings on the dial.

As the market in Cyprus is quite small I would say you best bet would be UK or Ireland.

I know a lot of cars do or did get imported from Japan to Malta, but a Panda Cross is a long, long shot from there!

in reply to your question, we picked ours up in December 2019, we had a ten week wait for this car as had to be made in Italy, very well sought after, not many second hand ones around.
 
RHD with speedo's in KPH are also sold in South Africa. We get Easy, Lounge, 4x4 and Cross 4x4 spec here. The only engine option is the TA.

I'm not sure if importing a car from SA is cheaper or easier than Japan. The Rand is really suffering against the Euro so you may get a bargain. The car's sold in SA are also supposedly specced for a hot climate (I've no idea what the real differences are) like Malta.

Fiat South Africa had new Panda's going for bargain prices a few months ago. I assume this was to clear existing stock. As an example the normal price for a brand new Cross 4x4 here is about R250 000 (13757 Euros) the special was R180 000 (9 900 Euros)

To be honest I'm a bit annoyed with FCA SA because they where selling new Lounge's for only slightly more money than I paid for my 2017 Lounge TA with 24000km on the clock. That was last year at an FCA dealer.

I used Car Wow few days ago for a price on a new 0.9 4x4 TA, somebody at work recommended them but I was a bit sceptical. I specified the winter pack, space saver wheel and side air bags. You get two quotes, one for cash and one for a PCP, you have to contact the dealer to find out the exact detail of the PCP plan. Here is the best result I got :- PCP price £13,319 Cash £12,569. What gave me a wake up call was something I had forgotten, the car tax, my 64 reg TA 4x4 is £30 the new banding is £170 year one then £145. There has been a recent discussion about tyres and the Car Wow site confirms the quote in question includes M+S tyres.
 
You an doubt it even more now as I had second look and the spec quoted says Summer Tyres then, underneath M+ S tyres.
