I bought my gorgeous Panda with the roof bars. The seller gave me the metal key to remove them, but when I went to take them off the metal key only opens the outside. It has a brand of 021 on the inside and a slot for another sort of key.

Is the key for the inside slot generic or does it have to be specific to those bars?
Where can I get hold of a key that will undo this lock please?

Don't have them, never use any.
Are they the original roof bars or aftermarket ones.

I’m guessing that the supplied key takes the outer cover off, you’ll then need to loosen something inside with an Allen key, I’ve had other cars like this but don’t actually have bars for my Panda.
 
Yes, that's right. The metal key takes the cover off and then there is a slot for another key. Question is ... what is that key and where can I get one?

Yes, they are Fiat Panda bars. Bought from Fiat, but not at the same time as Panda.

Yes! These are the ones! Undo the lock with the metal key and .... then ....???? A lock with no key and me with no idea!

Anyone have these please???
 
I will take you a photo tomorrow of those same bars on my Panda, and the tool used to remove them. [edit - see photos in post a bit further down]

Use the 'normal looking key' to release the plastic covers.

That will reveal a pair of black screws with a star-shaped hole in the end. (a Torx screw). You should have a hexagonal metal rod with a red T-bar handle to unscrew these. This fits these screws – note that it is a 'security Torx screw', so the 'key' has a small hole drilled into the end to fit over a small pin in the centre of the screw head. Unscrew each screw on each of the bar ends several turns, but not enough to come right off. This loosens a bar on the 'back' of the rails on the roof (which have two metal lugs that fit into holes in the roof rails on the car), and once loose, will lift clear.

Sorry Ponsaloti, but you won't be cutting any keys...

The key removes the cover and reveals the Torx screws underneath, with, as Fiona says, a number 21 beside them.

Use the red-handled Torx driver/spanner/key to unscrew exch of these a few (8-10) turns, and, with a bit of jiggling about the bars will come free.

Photos show: bar ends with cover removed, close up of one screw with 021 beside it, and, the Torx key with red handle.

Does anyone have a key I could borrow and return once these bars are off? We live in Wokingham, but admittedly there is only 1 other Panda in the village and they don't have roof bars.

You can use every TORX driver to remove them even as simple as these.

... and, a driver with a hole up the centre (as shown in Chris' photo). The screws are security Torx, with a central pin (which you can see, even in my upside down photo). Sadly, (or deliberately!) this prevents 'normal' bits like in your photo from being used.

Is there a local bicycle shop near you? Might seem like an odd suggestion, but this type of screw if often used on 'bike bits' (luggage racks etc) to make them less easy to steal. They may be able to undo them for you.

'The Pretender's post shows bits without a hole, which won't work. You can buy a similar set of bits from Screwfix which do have the critical hole - but you'd never need them again so probably not want to spend the money to buy them. [Edit: Toolstation do the same set for much less: https://www.toolstation.com/shop/p52910 . But don't forget you'll need a handle, or small socket set, to fit these into. An independent car parts shop also likely to stock these]
