It looks like some sort of drain leg. Anyone know what it is?

I had that on the M1 last month, returning back home abroad from visiting friends in UK. I was a bit worried but somewhere from the murky depths of my brain, I knew I had heard of this before, and carried on.

Obviously, I got home eventually with no problems. However, its good to read that it is indeed normal.
