I think you will find it means average, usual, accepted etc. Nowhere does it say cannot be changed. Thats like saying my car is standard and I cant add optional extras

If your car is standard then it is without change

If a cover is standard then it is without change, ie cannot be removed / reduced.

So saying an excess is standard you're implying it cannot be changed. Take a young driver excess for example, that is standard, and cannot be changed.

Maybe abetter word would be default

Interesting discussion. My Panda is the first proper car, so with no NCD I've had to take a hit on the first year (£500 fully comprehensive) before seeing it drop in the second (£300 fully comp).
