I've thought about getting a cheap set of wheels with regular tyres on rather than ruin the winter tyres. Obviously the 500 wheels are an option but what else would fit? Punto? Ka? Corsa even??

Almost every wheel in 6Jx15", offset 35, 4x98, 58,1 and 185/55R15" tires.
There is not that much space on the back side of wheel/tire with 185.
At the most 1/2 a inch to suspensin strut at the front and inside wheel well rear.

Nope, these wheels are 17".
I would like to know if you could have steel wheels put on the panda 4x4 like they did on the Africa 10,000 mile run

You can use 6Jx15" steel wheels with offset 31.5 and PCD 4x98.

The handbook has a spec for them.
Mytyres sell them. Get them with summer tyres and have both seasons covered.
Although it would probably make more sense to run the steels in the winter.
They are around £90 - £100 per corner dependent on tyre.
I reckon it would look great on steelies. Like the old model adventure version.

Yes - I agree - the best plan would be to put the summer tyres on the original wheels and put the M+S on steel wheels.
