1996 panda, petrol, carb.

Headlamps will not work on dipped.

They just stopped working, and no work has been done on the car for a long time etc so not something I've knocked etc.

Sidelights and full beam work fine.

The following checked with a multimeter;
-Bulbs are ok.
-Fuses are ok.
-Light Switch ok (so pin 1 to pin 2 for sidelights and pin 1 to pin 3 & 4 for headlights)

Now I'm stuck and don't know where to look now.

Any help appreciated.

Column stalks will have a) a bad contact which might come clean with a squirt of switch cleaner / electrical cleaner / servisol
or b) the stalks have worn / burnt out contacts
 
Worth to check this contacts (see attached pic.).
If some contact is burned inside or loose you could just clean them or by - pass them with some peace of cabel! This connector makes a lot of problems with front lights to few members. Tip: Loose ashtray mount on both sides, and it is easy to reach this contacts (connector)

Grounds could be corroding? Do pandas have a ground cable from the lamps - if not maybe you could test the theory with a bit of wire...?
 
ok, now sorted.

It was exactly as aca said - thanks.

It was the connector under the steering column. No visible signs of a problem - not loose, no burning, nothing to show there was a problem.
I cut the grey/red wire either side and made a new direct connection and voila, problem solved.
If anybody has the same problem, here are a few things that I learned.
1. dont panic - i wasted a lot of time not being logical. especially if using a multimeter, keep track of whether you are using volts or continuity - i made a few errors and then started chasing the wrong issue.
2. if you have the same problem, ie full beam works but dipped doesnt, then its not an earth problem as they both share the same one.
3. compare the haynes wiring diagram and use a guide only - the colours on my wiring did not match the haynes manual! If you can, photocopy the wiring diagram, highlight the relevant circuit, and then amend as necessary (ie relabel colours etc.
4. my car has a relay for the full beam - not shown in haynes manual (mine is a french spec and definitely factory fitted, so just beware).
5. use a multimeter to see if you are receiving 12v at the switch - 2nd pin (ignition on)
6. use a multimeter to see if you are receiving 12v at the fuse - (ignition on, light switch on - see rule 1!). If you have current then you know its in the top half between the switch and the fuse - so check the white connectors - this was the problem with mine.
