MK3 Pandas have one as standard, and a clock too
If you're going to do it make sure the wires you use (and connect to) are thick enough to carry the current the lighter takes.
I don't know the correct figure off the top of my head, but it's likely to be approaching 15 Amps.
The Panda handbook suggests the fuse to use is the one the hazard warning lights are powered off, shown as 15 Amp. (But they don't number the fuse).
Haynes on the other hand suggests fuse 1, but doesn't give its rating.
It's shown going to a red/green wire which goes to a connector block under the instrument panel (access by dropping the "shelf" - un-pop the tube at one end.)
If you find this connector there should be a black wire with it for the earth.
There's a remote chance I'll have the time and enthusiam to look at daughter #1's H plate CL this afternoon - but don't hold your breath, this shift knocks the carp out of me B)

Well, contrary to expectations I managed a look:
There is a red and green* coloured wire to a small spade connector block, there's a black (earth) in there too.
In this Panda it powers the radio, but that was wired into the available power.... the leads were a bit thinner than I'd expected, but what the hey! - this is Italian electrics we're talking about
* a few mm totally red, a few mm totally green, repeat ad nausea.
