An electrical fault, presumably a short circuit, has caused horn, interior light, hazard lights, clock, and radio to stop working. Anybody have ideas where the fault may be? Fuse blows when replaced.

Dont think you have a short25amp fuse covers rad, horn, and courtesy lamp. A 15amp fuse covers Hazards clock cig lighter, and radio.
CHECK the earth hedgehog mounting on n/s inner wing of your panda clean the blades up reconect spades and things should work ok a splash of WD would help stop it happening again.

The fuse that blows what amp is it? Have you done any work to car like fit new radio?? if the fuse blows then yoy have a live dropping to earth. Is the hazard switched off when fuse pops???
