You are correct all road legal lights should be fitted in pairs, however as they are switched and not part of the headlighting system there are no regulations to off road lights although all our police cars are fitted with three blue light units.
Alot of police cars are also fitted with the single directional spot on the roof (normally on the Mondeo's in white casing!) But they are a law to them selves sometimes.
