When stuck at traffic jams, the rpm drops below 1000 rpm as if the car is going to stall or stop working then comes back up to 1000 rpm, what might cause this ?

Note: it won't always happen when the car is idling, I mean before I begin my trip it doesn't happen, but it happens when waiting in traffic jams.
