I suppose it could, but it would be much more easy to change the complete engine.
Only changing the head will see all kind of difficulties, like the timingbelt bearings, ECU, sensors, exhaust and so on.
Yeah I get your point, problem is, to find palio motors in east london is like looking for a needle in a hey stack. So I was thinking of slowly building it up piece by piece. If I were to get a whole motor I wouldn't waist my time with the 1.2. I'd just drop a 1.6 16v in

How did it get there, Fiat UK never imported any in the UK, as far as I'm aware of..??
Anyway, no need to find a Palio engine, basically all Fiat 16-16V engines are the same, so an engine from, let's say a Bravo/a should fit....!
