I'm surprised you have the switch but no lamps. Fiat are no known for spending money unnecessarily, so an oddity for switches without lights. Unless a previous owner has replaced the centre switch unit with one from a higher spec car. Perhaps meaning to fit foglamps and foound the job too much like hard work.
The switch panel communicates with the ECU (Body computer), so no direct connections to any lamps. It is the ECU that will switch the foglamps on, when it receives a request from the switch, and sidelapms are already on. This feature can be turned off in the ECU using software (
MES =
MultiECUscan - search for more details), but such features are often not in the ECU on lower spec vehicles. For this reason, the OEM switch and wiring is probably of no value.
It is a lot of work to fit foglamps. And for me, no benefit.
Have you ever driven using front foglamps? They are rarely of any use.
Fog is basically water droplets, hanging in the air. Each droplet magnifies and reflects your headlamps back at you, effectively creating a wall of light, that is difficult to see through. Foglamps have a flat beam. The theory is that they will reflect back, but all the reflected light is below your eyeline, so helping you see through. With them mounted low, the light is also low, and of little help in seeing where you are going. If set too high, they will reflect like a headlamp, if too low, they light the road, but so close to the car they're of no help, but will reflect the road dampness at oncoming vehicles, making it more difficult for them to see, so more likely to crash into you.
Your headlamps have a load compensating adjustment. Usually set to zero, for normal, each number increment drops the lights a little, to compensate for a load in the boot. This is great in fog. Just drop the headlamps until they no longer dazzle you. You get better light than foglamps, and no expense. On a Panda, those are the two little buttons at the left of the instruments. Only works on dipped headlamps.
My car came with front fogs. Checked them once, they worked, never switched them on again. Then one caught a stone and cracked.
Choices:
1. Drive with a broken foglamp. OCD will get to me on that oone.
2. Repalce with a new one. £65 at the time, for something I'd never use.
3. Remove and fit blanks from a standard car.
4. Fit Daytime Running lamps in the fogholes. Done.
First set of Ring DRLs lasted 7 years, yellowed a bit, then one stopped working. No longer available from Ring.

I needed to fashion a piece of 12mm plywood for a base, to lift it to the centre of the hole, then a bit of silicone sealant around them and they look as if they're meant to be there.
