Your cooling system definitely needs checking for air at the bleed points.

Make sure you go to garage that understands fiats, should be easy in Rome!
 
Tomorrow I’m going to buy some antifreeze and add some til it is between the minimum and the maximum line. I will then run the car to see what happens. Heat works. Radiator gets hot the fan is working . The fan turns on when the AC goes in and fan shuts off when AC is shut ( when engine is still not too hot) . I also tested the the heat test Erving the car at 1000 rpms. Temperature goes down but fan stays in. I also touched the hoses and the hoses are hot ( I assume water / antifreeze are flowing through them.
If adding antifreeze doesn’t solve it , I’ll bring it to mechanic and I’ll let you know what they find. I will explain bleeding the system for air .

By all means top up coolant.
Have a search on line , not just this forum , for how to train and refill coolant, ignor the drain bit but follow the fill bit. Will explain how to get coolant in and air out. That may mean you can do it yourself(-:
Having an expansion tank not a header tank at highest point of coolant level is a bit of a bad design.

This morning I bought a liter of fluid. as per the video (that i found) I followed the steps on removing air from the system and adding antifreeze(50/50 solution with distilled water. added a liter. so it was low). I then went through all the steps you walked me through the past few days and the heat gauge always remained at the mid range. It never went above . Even with the AC full blast. I then took the car for a nice ride in the city and had no issues. I think all is good. I want to thank you for the time you spent on helping me and if you are ever in Rome please please let me know because it would be my pleasure to take you and your family out for Dinner. Once again thank you .

That is fantastic you fixed it, huge well done. It really isn't easy bleeding air out of some systems.
