Fiat punto grande 1.3 multijet

Passenger binding on ,the hand brake cable is tight on the passenger and loses on the drivers side so when I try to adjust the hand it binding on the passenger side and not on the drivers side the cable is hard to pull on the passenger to the drivers side don't no what to do HELP PLEASE!!!!!!
 
Should both brake shoes move out onto each drum when the handbrake is pulled as just one is moving any help out there!
 
This has been covered so many times before & without seeing everything in the flesh I can only say start with what you've got. Are the cables that bad/corroded/ stretched that require new ones? Is everything working as it should behind the drums including the adjusters? Sounds like the shoes need freeing up. Is there still plenty of meat on the shoes. I mean when you get to this stage it's worth looking what to replace.
 
The one side is very hard to pull up when you pull on the cable just the one shoe moves out should both shoe move out.

I can't remember clearly, but I think only one show moves. When inside the drum, this pushes the piston in its housing, forcing the other shoe to move too. Without the drum on, only one of them will move. Make sure the cable (both halves) move freely in their housings when discpnnected at both ends too.
 
Try to free them both up as much as possible. Check the drums and if the handbrake lever itself is stiff, spray some WD-40 on the lever mechanism.

My handbrake would fail all the time, I would get one cable done and then the day after, sometimes the very same day, the other side's cable would go. I sprayed the lever as it was very stiff constantly and again changed the cables and it has been fine since. Had a handbrake test done also due to failure causing it to drive itself into a wall! Suspected foul play at the garage that was fixing the handbrake all the time so the test and repairs were done at separate garages, no problems since March now! *Touches wood*
