£700 quote to replace EGR valve on my punto. Should I clean it rather than replace? It's stuck open at the minute. Surely if I clean the EGR and throttle body, I've solved the problem for next to nothing?

Easiest thing to do would be to buy a second hand one from a scrappy, clean the hell out of it then swap it over with your current one. Then clean your current one out ready for the next swap over. That way it's just a bolt out/bolt in job and your ready to go again, giving you time to clean the replaced one again.

The EGR valve can be cleaned as new you have to use isopropyl alcohol 99.9%. This can be obtained from EBay and soak the valve for about half an hour then brush clean with a toothbrush. Do it in a plastic container with a air tight lid as the alcohol evaporates very fast. I did mine 2 years ago and it's still fine.
