Basically mich that is against ebay rules and once you bid and win, you are obliged to pay. You could contact the seller and see how they would feel about such a deal and offer to pay £x whatever happens to cover his time and fees if you don't want it. Depending on the guy he might not like this idea however because it is confusing. Typically, you're bidding to buy ONLY and needed to have visited it earlier.
He could take you to court and reclaim money etc. or get violent if you try to run without buying. It's a very dodgy subject and most car sellers add: "You're bidding to buy, once you win the auction you will be paying. If you want to see the car, come ASAP" type thing.
I would probably steer clear of this particular car but then again it might be a hidden jem..!
